This bill #2658 has now PASSED the Senate Natural Resources, Ocean &

Recreation Committee THANKS to YOUR prior efforts. Now we need to get it

our of Ways & Means and into Rules so we can get a floor vote very quickly.

YOUR Senator is on this Ways & Means committee and YOU need to let them know

YOU want them to quickly pass it out of this committee.

This bill requires the State to create and maintain an internet GIS (Global

Information System) database of ORV trails, ORV sports parks, and other ORV

recreation areas on state and federal lands available to the public. It is

about time we required the State to be more proactive regarding OHV

recreation with the huge amount of dollars they receive from OHV users.

This Bill has also been amended so it includes the prior OHV PARK PROTECTION

FROM LAWSUITS that we tried to get via SB 6354 which died earlier. WE need

this!

Yes, it has also been amended to both create a database of non-motorized

recreational areas using non-motorized NOVA funds and yet another IAC study

group on OHV issues that we will have to be actively involved in if it is

funded by the legislature. However, we can live with these changes.

It still has the State use some of our NOVA money to provide up-to-date

information on the location and riding availability of OHV recreational

areas on state and federal lands to the public in a technologically-friendly

manner. Passage of this bill will require them to create, maintain and make

PRO-OHV information available to the public.

The IAC currently manages all of your ORV tag money and your off road gas

tax refund money! Millions of dollars! Let's take back OUR control over

some of that money and do something FOR OHV recreation with it! The IAC has

NOT been doing the job FOR us!

I am respectfully requesting that you make every effort to have the Ways &

Means Committtee staff elect to recommend direct referral to Rules for this

bill as the remaining time for this session is getting very short. This

bill is a good one that made it through the House very quickly. Please

help us get the same result in the Senate. I am also requesting that you

support HB 2658 (Current Senate NROR Substitute bill) with your vote on this

committee if it comes up for a vote in Ways & Means.

I am an Off Highway Vehicle (OHV) enthusiast. As a group, we contribute

millions of dollars every year to the general fund of WA State via sales and

various business taxes. We have also directly and voluntarily taxed

ourselves to support OHV recreation in WA State via purchase of our ORV tags

and donation of our gas tax refund to fund items such as this.

We need your assistance to direct this portion of our self-taxed funds to be

used to promote true multiple-use recreation areas in WA State. These are

the only areas truly open to all recreational users and they are getting

harder and harder to find.

The current Senate Substitute (NROR) HB 2658 is a big step in the right

direction and requires the State to do this with NOVA money for ALL types of

recreation currenlty funded by the NOVA program.

Please pass this bill to require the use of our money in a manner we desire,

to benefit all recreational users.
